The Arrest

Tokyo police have arrested a 20-year-old man on suspicion of sexually assaulting a teenage woman who worked at a concept cafe in Kabukicho, the Shinjuku nightlife district. He met her that same day as a customer at the cafe, police said.

The Shinjuku Police Station of the Metropolitan Police Department arrested him on suspicion of non-consensual sexual intercourse resulting in injury (fudōi seikō chishō), the Sankei Shimbun and FNN Prime Online (Fuji TV) reported on October 29, 2026. Sankei described him as a man of unknown occupation living in Tama Ward, Kawasaki. FNN reported that he calls himself a vocational-school student.

Police allege that on the night of September 24, in a private booth at an internet cafe in Kabukicho, he pressed a lit cigarette against the woman, who is in her teens, and sexually assaulted her. Her injuries are expected to take about three months to heal, both outlets reported.

He denies the allegation. Both outlets quoted him as telling investigators that he "cannot accept the point about it being non-consensual."

From Customer to Suspect

Police said the two had never met before that day. According to FNN, the man went to the cafe where she worked as a customer and told her, "Let's go get something to eat when you're done with work."

Sankei, citing the Shinjuku station, reported that they met up after the shop closed. The man then allegedly grabbed her arm and forced her into the internet cafe.

The woman went to a police box right after the attack, according to Sankei. That is how the case came to light. Neither outlet explained why the arrest came about five weeks after the alleged attack, or named the cafe.

The charge comes from Japan's revised sex-crimes law. In July 2023, Japan replaced the offense of "forcible sexual intercourse" with non-consensual sexual intercourse (fudōi seikō). Under the new offense, prosecutors no longer have to prove violence or intimidation; it is enough to show the victim could not form, express or act on an intention to refuse. The "resulting in injury" version (chishō) carries a heavier penalty, up to life imprisonment.

The suspect's statement goes straight to that question. He is not quoted as denying that a sexual act took place. He is quoted as disputing that it was non-consensual.

The Concept Cafe Context

Concept cafes, often shortened to konkafe, are themed cafes and bars where staff in costume chat with customers across a counter. Many operate under a standard restaurant license. They have spread fast in Kabukicho, and the young women who staff them work in close contact with customers who are strangers.

No outlet reported that the cafe itself is under investigation. Its only reported role is as the place where the two met. The case still shows a risk that police and support groups have flagged in the district: customers who try to see staff away from the shop.

The case is one of several this month involving Kabukicho's concept cafes and young people. On October 17, this site reported on the arrest of a man accused of paying a 14-year-old for sex. Police traced that case from an earlier investigation into a men's concept cafe worker.

The arrest is an allegation, not a finding of guilt. Prosecutors will decide whether to indict.

Both reported the charge, the September incident in a Kabukicho internet cafe booth, the cigarette burn, the roughly three-month injury and the suspect's denial. Sankei reported the Shinjuku station's account that the suspect met the woman at her workplace, grabbed her arm after closing and forced her into the internet cafe, and that she reported the attack at a police box; FNN reported the dinner invitation. The outlets named the suspect; this site does not. Glossary: fudōi seikō chishō = non-consensual sexual intercourse resulting in injury, an offense under the Penal Code as revised in 2023.
